I have tried many approaches to get this to work. Seem like nice technology as described but it does absolutley nothing as documented.
I created a Tabbed View. Then created 2 Tabbed Tabs. Then added a for to each control panel created by the Tabbed Tabs. What I get is a grey bar on top of the page and my two forms displaying in vertical fashion.
The documentation is very weak and I have found no examples.
Has anyone been sucessful with Tabbed Views and Tabs?

you need to create the Tabbed Tab INSIDE of the red dotted outline of the Tabbed View.
once you create the Tabbed Tabs, there is a caption property within the Feature property of each form, you can name this whatever you like, this name then becomes the linked in the tabs.

I got it now. I had difficulty distinguishing all the red dasshed boxes. To get me started I created a table inside the tabbedview and then in each cell of the table I created the tabbed tab.

Your advice on creating a table and putting the tabbed tabs in the rows was a great idea. I can see what is going on now. Tabbed View/Tabbed Tabs is an awesome feature, if only we can figure out how to set it up. :)
