 JSP, Oracle 10g Instant client JDBC config problem

I'm attempting to connect to an Oracle 10g Express database with CCS, JSP.
I've installed Oracle instant basic client along with ODBC client(which comes with JDBC drivers). I have a working ODBC connection to the Oracle database.

My connection info is shown below,
database: Oracle
username: scott
password: tiger
JDBC Driver: oracle.jdbc.OracleDriver
Database URL: jdbc:oracle:thin:127:0.0.1:1521


when it attempts to connect the JDBC connection, I get the msg

"Test connection failed because of provider initialization error. Ora-12545: Connect failed because target host or object does not exist.

Can someone assist me in finding the correct parameter in the Connection form?

1. use (tnsping xe) to check the oracle listen port number.
2. check whether OracleXETNSListener serivces (Control panel -->admin -->services )
already started or not.
