problemas con ñ en php postgress

hola alguien me puede orientar tengo un sitio en php postgres , cuando a un campo le ingreso una ñ sale este error.

Database error: ERROR: secuencia de bytes no vÃ¡lida para codificaciÃ³n Â«UNICODEÂ»: 0xf1f127

¿que podria hacer?
