I am just wondering how many tier do you consider CCS project produced?
My guess is 3 any objection to this? I think (in .NET) since CCS generate the HTML, the ASPX pages separately plus the Data source layer so that's 3 right?
The reason why I am asking is because my company standard requirement is 3 tiers for web app, and I would like to to be able to tell my manager that CCS is a 3 tier RAD tool. Or else I have to start looking for another RAD tool.

Yes, CCS produces 3-tier .NET code, as you listed.

Actually I didn't pay enough attention to the layers you listed. In fact the the HTML is used in CCS only for editing the page layout during the design time, but the end result on the server will be the ASPX.
The actual tiers in CCS are:
- Data tier, such as the database and Stored Procedures
- Logical tier, actually consisting of Data Acces layer + Business logic layer
- Presentation tier, which are the ASPX files + Code Behind files
