When I modify a Theme it doesnt overwrite the published style? Is there anyway to add image files to a folder?

Do you see the results of your modified Theme in the Design mode in CCS?
If not, then please right-click on any of your Forms, select "Edit ..." and then re-apply your Theme to the form. Once you do this, the Theme will be re-copied to your project folder and all other forms that use the same Theme on any of the pages will automatically change as well.
Once your design is taken care of, the process of publishing to the server should overwrite your theme there. If this doesn't work then please try selecting "All files with extensions" in Project Settings -> Publishing. Also make sure that the "css" extension is specified there.

Thanks Peter that worked.
Is there anyway to add images to an image folder without having to go out into windows explorer?

I believe that you'd need to use the Windows Explorer.
