In CSS or CCS?
If in CCS then you'd use the the same way as without CCS. Basically use any HTML editor, or possibly some utilities for creating menus.
The tabbed page is just a header page with some HTML links in it and graphical icons that look like tabs. CCS Application Builder creates standard link-based menus automatically, therefore you can replace the links with your own tabs and you've got tabbed page.

For testing your can even take our own tabs/menu from http://www.gotocode.com/Header.html
