 How is Report's Lines Per Page property calculated?

Hi,

I've always had some weird results with the "Lines Per Page" property of the Report.

How does it work? Because, in my most recent example, i set the property to 35,
but Page 1 only has 26 records (+1 group header), Page 2 has 33 records (no group headers), Page 3 has 31 records (+1 group header).

So what's considered a "LINE" ? I've also noticed in many different reports that the 1st page usually has a lot less rows than the other pages. (And I don't think it's because of the Headers because there is NO Report Header, and the Page Header is obviously on every page.

Any ideas?
