Is there any way to stop the internal editor from adding the <html> declarations, as well as the head tags / close body tags and close html tags. I am writing a site where CCS will only be adding in the content, not the header and footer.. Even when I take it out manually in the editor if I switch to code and back to htlm edior it puts it back.

Can that be changed in the somehow in the templates, designs, etc?
