I want a Mobile-friendly Responsive Menu.
How can I do it in CCS?

You should consider using bootstrap which makes a lot of the Mobile styling hard work much easier.
There is an example project here which I strongly suggest trying out:

(there is a 'Download Project' link in the menu too which will help - my great appreciation to the author)
