 How to keep report footer from breaking between printed pages

I don't understand how to set up the height property of the different sections on my report. I used the Report Builder to create the report. The areas that will have data in them are the Page_Header (fixed height), Report_Footer (fixed height), and the Detail (variable height based on records returned from query).

I want the Report footer to always appear as a complete block. I don't want half on one printed page and half on another, which could happen if there are enough details. In addition, when viewed on the screen there should only be one header, one footer and the details in between, no matter how long the report.

I'm not sure how to manage that problem myself so I used a html to pdf converter which manages page break based on paper size and orientation.
