I Built it using PHP and SQL, I can't get it to properly publish in any language.

I'm hosting this locally using WAMP and here is the error I'm getting when I try to publish it.

Here is the error I am getting, any ideas?

It is not publishing your files to the proper directory.

check your publishing paths...
