 No puedo hacer ni el hola mundo

Buenas: soy novato y me he puesto con el hola mundo y tengo este error: No se puede mostrar XML
y lo siguiente:

Acceso denegado. Error al procesar el recurso http://www.w3.org/TR/html4/loose.dtd.

Hay alguien que me dé un pequeño empujón.

el Hola mundo debes ponerlo entre la etiqueta body. En la vista HTML:
  
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">  
<html>  
<head>  
<title>Titulo de mi pagina de hola mundo</title>  
</head>
