Page Navigator Not Showing

I have built a report - unmodified since generation - in ASP. The report works but the footer only shows Page 1 of X and the Navigator does not show although it is in the HTML for the page. I have tried regenerating the report many times and changing the Navigator type but nothing seems to work

Does anyone have an idea of what may be causing this or how to fix it.
