The major drawback in the design is at the User Management and access management.
So what we need is not a design level access management to groups but a soft management of the grid and pages.
Ie.
1. We should be able to soft code the categories and subcategories. There can be 2 tables in which the module and sub-module names can be stored.
2. We should be able to define the pages/controls as belonging to particular module or sub-module.(right now we define these as part of the group directly.)
3. The users should be attached to groups and the groups to be given read, write or no-access. This is will be in another table.

This pre-built user and access structure will help all projects.

Hope this can be implemented in your future version.
revert back if you need more information.
