 relating tables and forms

I'm having trouble getting a two tables to link up so their data can be viewed on some forms.

table1 has all the contact info, names, addresses, etc. It's primary key is Permit_ID

table2 has info pertaining to table1, like dates for meetings, notes, etc. I have a primary key in here called Permit_ID

there are several forms on the page. All of them pull up table1 info to display data. One form however, needs to display the info from table2.

the form has all the textboxes, checkboxes, etc. pointing to their respective fields from table2. In visual query builder i have the two tables, with an inner join between the two Permit_ID fields.

But when I publish and try to run, the other forms show the proper data from table1, but the form that needs data from table2 doesn't show anything.
