I have found that translations are applied before applying anything else.
If translations are applied at the end then fields that contain {res:...} strings will be translated too. This prevents cases where you need to handle translation both in the DB and in the resources....
Currently we use a simple hack to handle this in page BeforeOutput event:
PAGE_NAME_HERE::main_block =~ s/\{res:\s*(\w+)\}/$Common::CCSLocales->GetText($1)/iseg;
