 Can't use ASP in Win XP SP3 CCS 4.0 envir

ASP was working a few months back. Only thing I did I think was load .Net Framework 2.0.

Now Get:

error '8002801c'
Error accessing the OLE registry.

/iisHelp/common/500-100.asp, line 17

When doing http://localhost/

Also can't go LIVE PAGE on CCS program get:

Unable to establish connection to database.
Error information:
Microsoft JET Database Engine (0x80004005)
Unspecified error
Other possible cause of this problem:
The database cannot be opened, most likely due to incorrect connection settings or insufficient security set on your database folder or file.

I've already ensured that I have permissions setup for IUSR_<machinename> and that it's folders have read only unchecked as well.

Remember this occured before once a long time back and someone had me go into maybe regedt32 and do something?

Any help would be greatly appreciated. I've been stuck like this for more than a week, and need to get something out.
